Abstract: A Monte Carlo Method for calculating the total uncertainties and resolving power of Millikan's Oil-Drop Test is presented in this paper. The results of the practical examples indicate that the oil drop test can be used to detect fractional charge. A number of the questions in theory and experiment are discussed.

Key words: Millikan's Oil-Drop Test, total uncertainties and resolving power of experiment, confidence level, confidence distribution, fractional Charge
